信息时代原住民组织参与北极治理及对中国的启示

摘　　要：作为北极治理的重要参与主体,北极原住民组织研究对于预判北极治理未来发展方向及中国北极治理参与策略有着重要意义。特别是伴随着信息时代的到来,原住民组织正在以前所未有的姿态出现在北极治理舞台上。当前,北极原住民组织创造性地构建了北极治理跨国倡议网络,利用“回飞镖”和“乒乓球”运行机制深度参与北极治理。北极原住民组织对于北极治理的权力结构、北极复合治理体系以及北极理事会均产生了一定的影响,在北极治理从工业智能时代走向信息权力时代的过程中发挥了重要作用。北极原住民组织新的发展趋势为中国参与北极治理带来了新启示。面对信息时代快速变化的北极治理,我国应统筹自身在北极地区的信息硬件与软件优势,充分借鉴基于信息要素的行动策略,完善与北极原住民组织的制度性联系,最终为信息时代中国的北极治理参与和自身利益维护奠定良好基础。As an important participant in the Arctic governance,indigenous organizations have grown into stakeholders in Arctic governance.The study of the Arctic indigenous organizations is of great significance to predict the future development trend of Arctic governance and Chinese Arctic participation strategy.With the advent of the information age,Arctic indigenous organizations have appeared as an important role on the stage of Arctic governance.Now they have created a transnational initiative network for Arctic governance,and are deeply involved in Arctic governance through boomerang and table tennis patterns.The Arctic indigenous organizations reshape the power structure and effect the integrated Arctic governance system,which is an important milestone of Arctic governance from the era of industrial quality and energy to the era of information power.The new development trend of the Arctic indigenous organizations has important implications for China's participation in Arctic governance.In the face of the rapidly changing Arctic governance in the information age,China should coordinate its information hardware and software advantages in the Arctic region,fully learn from the action strategies based on information elements,and improve the institutional links with Arctic indigenous organizations so as to finally lay a sound foundation for China to participate in Arctic governance and safeguard its Arctic interests in the information age.
