青岛市农业社会化服务的组织模式及发展对策研究

摘　　要：从青岛市农业社会化服务的现状出发,结合青岛市莱西、平度、即墨、胶南等地的实地考察和访谈,发现青岛市农业社会化服务主要存在三种组织模式,分别是以龙头企业为主导的产业链模式、以合作社为主导的综合农事服务模式和以农业社会化服务平台为主导的全程托管模式。并从规模化专业化、服务的主体、形式和关键驱动因素等方面总结了这三种组织模式的特点。进一步从各类组织模式的服务主体与小农户的矛盾,和政府政策方面的不足两个方面分析了青岛市农业社会化服务组织模式存在的问题,并从政府、社会化服务主体、小农户等角度分别提出了对策建议,以期将青岛市农业社会化服务组织模式向全省乃至全国进行推广。Based on the current situation of agricultural socialization service in Qingdao,combined with on-site investigations and interviews in Laixi,Pingdu,Jimo,Jiaonan and other places,it is found that agricultural socialization service in Qingdao mainly have three organizational models,namely,the industry chain model led by leading enterprises,the comprehensive agricultural service model led by cooperatives,and the full process trusteeship model led by agricultural socialization service platforms.The characteristics of these three organizational models from the aspects of scale specialization,service subjects,forms,and key driving factors were summarized.The problems of agricultural socialization service organization model were further analyzed from two aspects:the contradiction between the service subjects of various organization models and small farm holders,and the inadequacies of government policies.Countermeasures and suggestions were put forward from the perspectives of the government,socialization service subjects,small farm holders,etc.,with the purpose of promoting agricultural socialization service organization model in Qingdao to the whole province and even the whole country.
