摘　　要：《关于深化体教融合促进青少年健康发展的意见》(以下简称《意见》)的颁布确定了新时代我国青少年健康促进以及竞技后备人才培养必须走协同治理的路径,体教融合的高质量发展必然要求各相关主体在制度框架内利用各自优势开展深度合作实现协同治理。但按照《意见》提出的新要求和新目标,体教融合协同治理还面临着诸多困境。基于SFIC模型的起始条件、催化领导、制度设计与协同过程对体教融合协同治理的现实困囿展开研究,并从四个方面提出体教融合协同治理的推进策略:以体育发展为目标导向,明确主体权利;强化主体领导力,充分发挥优势;细化制度机制,将机制环环相扣;运用多元化手段,引导协同共治。“Opinions on deepening physical education integration to promote the healthy development of adolescents”(hereinafter referred to as“Opinions”)promulgation has determined that the new era of our adolescent health promotion and training of competitive reserve talents must walk the path of collaborative governance.The high-quality development of physical education integration must require all relevant subjects to use their respective advantages within the institutional framework to carry out deep cooperation to achieve collaborative governance.However,according to the new requirements and goals put forward by the“Opinions”,the integration and collaborative governance of sports and education are still facing many difficulties.Based on the initial conditions,catalytic leadership,system design and collaborative process of SFIC model,this paper comprehensively study the realistic difficulties of the collaborative governance of the integration of sports and education,and puts forward the promotion strategy of sports and education integration and collaborative governance from four aspects:taking sports development as the goal orientation,clarifying the rights of the subject;improving the leadership of the main body and giving full play to its strengths;refining the system mechanism and linking the mechanism;using diversified means to guide cooperation and collaborative governance.
