摘　　要：失能化是黑龙江省人口老龄化的显著特点之一,研究黑龙江省失能老年人基本情况和卫生健康支持现状对促进东北地区社会发展具有现实意义。经实地调查和官方文献、数据分析研究,黑龙江省失能老年人城镇多于农村,女性多于男性,整体文化水平偏低;失能的发生与职业有关集中在65~<75岁年龄段。黑龙江省从政策、经济、人才和卫生健康指导服务方面为失能老年人提供了相关支持,但仍然存在卫生健康服务支持覆盖面小、农村老年人失能危险性高、服务供给不足等问题,建议加大政策宣传力度、加强失能预防干预、搭建分层多元供应服务体系。Disability is one of the significant characteristics of the aging population in Heilongjiang Province.The basic situation and current status of health support for disabled elderly people in Heilongjiang Province has practical significance for promoting social development in Northeast China.After on-site investigation,official literature,and data analysis,it has been found that there are more disabled elderly in urban than rural areas,and more women than men.The overall cultural level is low.The incidence of disability is mostly concentrated between the ages of 65 and 75,and it is occupational related.Relevant support for disabled elderly people in terms of policies,economy,talent,and health guidance services is provided in Heilongjiang Province.However,there are still problems,such as small coverage of health service support,high risk of disability for rural elderly people,and insufficient service supply,etc.It is suggested to increase policy publicity,strengthen disability prevention interventions,and establish a layered and diversified supply service system.
