水资源利用效率与经济高质量发展的耦合协调研究--基于黄河流域河南段供水区的实证分析

摘　　要：本研究利用黄河流域河南段14个供水区构建评价指标体系,运用耦合协调等模型对供水区2006—2021年水资源利用率与经济高质量发展的协调水平进行了测度分析。结果表明,2006—2021年黄河流域河南段供水区水资源利用率呈波动上升趋势,经济高质量发展水平逐步提升。二者间耦合协调度逐年提高,历经濒临失调、勉强协调、初级协调、中级协调、良好协调、优质协调六个阶段,到2021年,除安阳、濮阳等6市外河南省水资源利用效率与经济高质量发展都进入了优质协调阶段。但结合相对度来看,2019年以来水资源利用效率滞后于经济高质量发展水平,仍需优化产业结构,提升水资源利用效率。An evaluation index system is constructed based on 14 water supply areas in the Henan section of the Yellow River Basin,and the coordination level between water resource utilization rate and high-quality economic development in water supply areas from 2006 to 2021 is measured by coupling coordination model.The results show that from 2006 to 2021,the water resource utilization rate of water supply areas fluctuates and increases,and the level of high-quality economic development improves gradually.The coupling coordination degree between the two has increased year by year,and has experienced six stages of near imbalance,barely coordination,primary coordination,intermediate coordination,good coordination,and high-quality coordination.By 2021,except six cities,such as Anyang and Puyang,etc.,other cities has entered the high-quality coordination stage.However,from the perspective of relative degree,the water resource utilization efficiency has lagged behind the high-quality development level of the economy since 2019.It is still necessary to optimize the industrial structure and improve the water resource utilization efficiency.
