基于供需平衡分析下的区域水资源高效能开发规划研究

摘　　要：目前高明区的供水系统规划已经不满足区域生产发展的需求。以区域内街道、镇为规划计算单元,对高明区的水资源及其开发利用、保护等现状进行评价;预测了规划水平年水资源需水量;结合区域用水效率和节水潜力分析,制定了节水目标和节水措施;复核了原有的地表水功能区划分方案,提出了以水源地保护为核心、以流域水库、高明河为重点的水资源与水生态环境保护方案;提出了合理优化的水资源配置方案;制定了水资源开发利用的总体布局与实施方案,并提出了水资源可持续利用的非工程保障措施。At present,the water supply system planning of Gaoming District has not met the needs of regional production development.This paper takes the streets and towns in the region as planning calculation units,and evaluates the current situation of water resources and their development,utilization and protection in Gaoming District.It predicts the water demand for water resources in the planning level year.Based on the analysis of regional water use efficiency and water-saving potential,water-saving goals and measures have been formulated.It reviewed the original plan for the division of surface water functional zones and proposed a water resource and water ecological environment protection plan with water source protection as the core and watershed reservoirs and Gaoming River as the focus.A reasonable and optimized water resource allocation plan has been proposed,the overall layout and implementation plan for water resource development and utilization have been formulated,and non engineering guarantee measures for sustainable water resource utilization have been proposed.
