摘 要:南水北调东线一期工程于2013年11月15日全线正式通水运行。山东省作为东线一期工程受水区,虽然每年的净供水量在逐年增加,但与规划的山东省净供水量相比,仍有较大差距,工程调水能力未得到完全发挥。2015年淮委会同海委根据水利部的统一部署和安排,共同编制完成了《南水北调东线后续工程规划总体方案》,提出东线二、三期合并实施建设方案。重点研究利用黄河输水方案的线路布局,分析该方案的影响和优缺点,论证方案的技术经济可行性,提出结论和建议。South to North Water Diversion East Line Phase I Project was officially put into operation on November 15,2013.Shandong Province is the water receiving area of the East Line Phase I project.Although the annual net water supply is increasing year by year,there is still a significant gap compared to the planned net water supply in Shandong Province,and the water transfer capacity of the project has not been fully utilized.In 2015,Huaihe River Commission and Haihe River Commission jointly prepared and completed the Overall Plan for the follow up project of South to North Water Diversion Project East Line in accordance with the unified deployment and arrangement of the Ministry of Water Resources,and proposed the combined implementation of the second and third phases of the eastern route.This paper focuses on the layout of the Yellow River water transmission plan,analyzes its impact,advantages and disadvantages,demonstrates the technical and economic feasibility of the plan,and proposes conclusions and suggestions.
