政府卫生支出对居民健康水平影响的研究——来自省际面板的实证分析

摘　　要：目的 对政府卫生支出与居民健康产出的关系进行量化分析,为政府进一步扩大公共卫生支出提供科学依据。方法 采用固定效应模型与动态面板模型对我国30个省(自治区、直辖市)2009—2018年政府卫生支出与居民健康水平(孕产妇死亡率(MMR)和围生儿死亡率(PMR))之间的关系进行实证分析。结果 政府卫生支出水平与MMR、PMR之间均为显著的负相关;中部与西部地区的政府卫生支出水平的提高对健康水平的促进作用更强烈。结论 随着政府卫生支出的不断增加,居民的健康水平显著提高;对于卫生资源充足的东部地区,政府需要提高卫生资金支出效率,而中部与西部地区则需要优化政府卫生支出的分配预算。Objective this article studies the quantitative analysis of the relationship between government health expenditure and residents'health output,which can provide a scientific basis for the government to further expand public health expenditure.Methods This paper uses the data from 2009 to 2018 of 30 provinces and regions of provincial panel data in China to study the relationship between government health expenditure level and health level of residents(maternal mortality rate(MMR),perinatal mortality rate(PMR)) by using the fixed effects model and dynamic panel model.Results Government health expenditure is negatively correlated with MMR and PMR.the scale of government health expenditure in central and western regions has a significant impact on residents'health level,which is significantly higher than that in eastern region.Conclusion With the continuous increase of government health expenditure,the health level of residents has improved significantly.For the eastern region with sufficient health resources,the government needs to improve the efficiency of health fund expenditure,while the central and western regions need to optimize the allocation budget of government health expenditure.
