摘　　要：全民族抗战初期,中共沿太行山脉建立了冀豫晋抗日根据地,并继承了土地革命时期创设的省委制度,于1937年10月成立了中共冀豫晋省委。但当时是国共合作时期,中共的省委建制招致了山西地方实力派阎锡山的不满与猜忌,并有导致发生摩擦甚至引发抗日民族统一战线走向破裂的可能。中共为了维护抗日民族统一战线、减少摩擦,于1938年8月决定将冀豫晋省委改为晋冀豫区委,之后这一改制便在中共领导的抗日根据地普遍开展起来。省委改区委缓和了与阎锡山以及国民党顽固势力的矛盾,为中共领导的抗日根据地利用合法地位发展创造了重要条件。省委到区委的改制,堪称中国共产党人不图虚名,主动适应形势,始终坚持实事求是精神的生动实践体现。In the early stage of the Anti-Japanese War,the CPC established the Hebei,Henan and Shanxi Anti-japanese base area along the Taihang Mountains,and inherited the provincial party committee system created during the agrarian Revolution,and established the Hebei,Henan and Shanxi Provincial Party Committee in October 1937.However,at that time,it was the period of Kmt-cpc cooperation,and the CPC’s provincial party committee system caused the dissatisfaction and suspicion of Shanxi warlord Yan Xishan,which might lead to friction and even the rupture of the united front.In order to maintain the Anti-japanese national united front and reduce friction,In August 1938,it was decided to change the Hebei,Henan and Shanxi provincial Party committee into the Shanxi Hebei Henan district Party committee.After that,this reform was widely carried out in the Anti Japanese base areas led by the Communist Party of China.The change of provincial party committee to district Party committee eased the contradiction with Yan Xishan and kuomintang’s stubborn forces and created important conditions for the development of the base areas led by CPC to make use of their legal status.The establishment and value of the system of provincial party committee to district Party committee is also a vivid embodiment of the Spirit of Chinese Communists who do not seek vanity,take the initiative to adapt to the situation and always insist on seeking truth from facts.
