城际铁路沿线土地综合开发收益反哺策略研究

摘　　要：作为铁路投融资体系的重要组成部分,土地综合开发是解决铁路资金来源的重要方式。在界定土地综合开发收益概念的基础上,梳理总结土地综合开发收益解决铁路资金的3种关联模式。从国家政策角度分析地方政府在城际铁路建设运营和土地综合开发过程中承担的双重主体责任。基于工作实践,对城际铁路项目经济评价、签订土地综合开发框架协议等工作过程存在的问题进行分析。按照分层分类研究的主导思想,对土地综合开发收益构成和城际铁路资金展开横向对比分析,并构建了8种资金组合关系。在分析城际铁路建设运营各阶段资金需求特征和规律的基础上,提出土地综合开发收益反哺铁路策略建议,即应综合分析铁路沿线城市经济发展水平、铁路资产功能属性、运营期现金亏损等因素对土地综合开发方案和收益反哺策略的影响。As an important part of the railway investment and financing system,comprehensive land development is an important way to solve the source of railway funds.On the basis of defining the concept of comprehensive land development income,this paper summarized the three correlation modes of comprehensive land development income to solve railway funds.From the national policy analysis,the local government should take the dual main responsibility in the process of intercity railway construction and operation and comprehensive land development.Based on the working practice,this paper analyzed the problems existing in the process of economic evaluation of intercity railway projects and framework agreement signing on comprehensive land development,etc.According to the leading idea of hierarchical classification research,this paper made a horizontal comparative analysis of the income composition of comprehensive land development and the fund of intercity railways and constructed eight kinds of fund portfolio relationships.Based on the analysis of the characteristics and laws of capital demand in each stage of intercity railway construction and operation,this paper put forward strategic suggestions on the back feeding of land comprehensive development income.In other words,it should comprehensively analyze the impact of the economic development level of cities along the railway,the functional attributes of railway assets,cash losses during the operation period,and other factors on the comprehensive land development plan and income back feeding strategy.
