摘　　要：推广应用合同能源管理模式是提升公共建筑能效的国际通行做法。本文在现状梳理的基础上,分析了公共建筑能效提升合同能源管理应用存在的问题,提出了建立节能改造引导机制、完善项目融资机制、建立风险保障机制、完善市场服务机制等政策建议。The application of contract energy management model is an internationally accepted practice for improving the energy efficiency in public buildings.Based on the current situation,this article analyzes the problems in the application of contract energy management model for improving energy efficiency in public buildings,proposes policy recommendations such as establishing an energy-saving renovation guidance mechanism,improving project financing mechanisms,establishing risk guarantee mechanisms,and improving market service mechanisms.
