融合竞争情报系统的企业合规管理体系建设模式

摘　　要：[研究目的]探讨融合竞争情报系统的企业合规管理体系建设模式,为企业竞争情报、合规管理学术研究和实际工作创新发展提供参考。[研究方法]主要通过参加企业合规管理体系建设专题会议、企业合规管理体系建设实战专家访谈咨询、文献资料研究相结合的方法开展研究,分析企业竞争情报系统与企业合规管理体系的共同性和差异性,论证两者融合的可行性和必要性。[研究结论]提出符合中国国情的企业竞争情报系统与企业合规管理体系融合模式,该模式具有4个显著特点:企业一把手合规管理与竞争情报一起直接抓;设置与首席合规官并列的首席竞争情报官;比照《中央企业合规管理办法》对企业合规管理体系的要求和支持力度建设企业竞争情报系统;以最佳实践为引导推进合规管理体系与竞争情报系统融合可持续发展。[Research purpose]Research on system construction mode of corporate compliance management integrated competitive intelligence,then provide reference for theory research and services both for compliance management and competitive intelligence.[Research method]Taking part in compliance seminar,interviewing with expert in corporate compliance management system construction field,and literature research are using synthetically.Intercommunity and diversity between corporate compliance management system and corporate competitive intelligence system are researched,and feasibility and necessity about two systems integration are studied also.[Research conclusion]The concept of the system construction mode of corporate compliance management integrated competitive intelligence are put forward.Four typical features of this mode are generalized,these are as follows:top1 leader presides both corporate compliance management and competitive intelligence work directly;chief compliance officer and chief intelligence officer are appointed in corporation side by side;requirements and support strength for corporate competitive intelligence system are just like those for corporate compliance management system in Compliance Management Measures for Central Enterprises;according to essentials and criteria of best practice evaluate corporate compliance management system integrated competitive intelligence.
