摘　　要：[研究目的]情报审查是情报监督的一种具体措施,需要操作层面的理论指导,但学界关于情报审查的专门性研究十分匮乏,亟待补充加强。[研究方法]该文以美国情报工作的标准流程——TCPED流程为主线,梳理了该流程中各个阶段采取的审查措施,将其总结为基于TCPED流程的情报审查机制。该机制具有全程贯穿审查活动、自我审查的要求积极主动、审查的价值追求多元、既是一项法律制度又是一套工作方法等特点。[研究结论]基于TCPED流程的情报审查已经成为美国情报政策中相当重要的一部分,但仍存在审查的适度性难以评价、审查者的审查缺失、组织审查的制度缺位等问题尚未完全解决,需要进一步探讨。[Research purpose]Intelligence review is a concrete measure of intelligence supervision,which needs operational theoretical guidance.However,the special research on intelligence review in academic circles is very deficient and urgently needs to be strengthened.[Research method]This paper takes the standard process of American intelligence work,the"TCPED process",as the main thread,combs the review measures adopted in each stage of the process,and summarizes them into"the intelligence review mechanism based on TCPED process".The mechanism has the characteristics of running through the whole process of the review activity,the requirement of self-review being active and initiative,the value pursuit of the review being pluralistic,being both a legal system and a set of working methods,etc.[Research conclusion]The intelligence review mechanism based on TCPED process has become an important part of the American intelligence policies,however,there are still some problems such as the difficulty in evaluating the moderation of the review,the lack of the review by the reviewer and the absence of the organizational review system,which needs to be further explored.
