摘　　要：人口迁移流动,尤其是人口流入,既是一种社会现象,同时也是经济现象,其对一定地区经济、社会的发展具有十分重要的影响作用。第七次人口普查数据显示,吉林市虽然户籍人口净迁移量表现为连年负值,但非户籍人口迁入却呈现出高迁入的发展态势,且流入人口的结构特征主要表现为以省内来源为主,女性比例略高于男性,青壮年占比较高,接受高等教育人口比例不高,职业以社会生产、生活服务及生产制造业为主。七人普阶段,吉林市虽面临复杂多变的内外部形势和部分困局,但经济运行情况平稳,在经济高质量发展道路上不断向前迈进,其中人口流入对吉林市经济增长、产业结构优化和居民收入的增长呈现出明显的正向效应。为促进吉林市经济高质量、可持续发展,应对人口迁入进行有序引导,通过科学定位和规划,完善相关政策体系建设,加快经济结构优化升级以及加强公共服务均等化软环境建设等措施,切实提升吉林市对流动人口的集聚和承载能力。Population migration is not only a social phenomenon but also an economic phenomenon,which has a very important impact on the economic and social development of a certain region.The data of the seventh population census show that although the net migration of the household registration population in Jilin City has been negative for consecutive years,the non-household registration population has shown a development trend of high migration,and the structural characteristics of the inflow population are mainly manifested in the province main sources,the proportion of women is slightly higher than that of men,the proportion of young and middle-aged people is relatively high,the proportion of the population receiving higher education is not high,and the occupation is mainly social production,life services and manufacturing.Although Jilin City faces complex and changeable internal and external situations and some dilemmas,its economic operation is stable,among which the population inflow shows obvious positive effect on Jilin economic growth,industrial structure optimization and residents' income growth.In order to promote the high-quality and sustainable development of Jilin City economy,it is necessary to provide orderly guidance for population migration,and effectively improve the agglomeration and carrying capacity of Jilin City for the floating population through scientific positioning and planning,improving the construction of relevant policy systems,accelerating the optimization and upgrading of economic structure,and strengthening the construction of soft environment for equalizing public services.
