摘 要:在公立医院高质量发展的背景下,根据军队医院绩效导向和转型重塑发展的要求,创新将效率系数应用于医院科室绩效分配,实现医院不同类别人员同台竞技、公平激励,提高工作积极性。按绩效核算单元为最小考核单元,将医务工作量和科室经济效益按一定规则统一赋分,根据不同科室性质,分为内科、外科、医技、干部病房4个小组,计算每科室当期内在各小组内人均工作量和经济效益分值,与该组人均得分均值的比值为效率系数。通过设置效率系数和科室类别系数,两者相乘得出分配系数,在各小组内进行比较排序,并将运用至军队医院两类人员的绩效分配,突破了原军队医院两类人员绩效管理“两张皮”的瓶颈,有效调动了军队医院各类人员积极性。Objective Under the background of high-quality development of public hospitals,according to the requirements of military hospital performance orientation and transformation and reshaping development,the efficiency coefficient is innovatively applied to the performance distribution of the hospital department,so as to realize equal competition and fair incentives among different categories of personnel in the military hospital and improve the work enthusiasm.The medical workload and the economic benefits of the department were uniformly quantified according to certain rules with the performance accounting unit as the smallest the assessment unit.According to the nature of different departments,the hospital departments were divided into internal medicine,surgery,medical technology and cadre ward.The ratio of the per capita workload and economic benefit score of the department to the per capita score of the group was the efficiency coefficient.The efficiency coefficient and the department category coefficient were multiplied to obtain the distribution coefficient,ordered in each group and used for the performance distribution and two categories of personnel in the millitary hospital,which solved the bottleneck in the performance management of the two types of personnel in the military hospitals and effectively mobilized the work enthusiasm of all kinds of personnel in the military hospitals.
