公安机关民用爆炸物品管理的现状、问题及对策

摘　　要：在从严管控方针指引下,我国民用爆炸物品的安全管理正逐渐走向专业化、科学化、规范化、法治化。当前,我国公安机关对民用爆炸物品的监管职责清晰,但也面临着人员不足、协作机制不健全等诸多问题。因此,必须加强民警及从业人员培训,健全监管协作机制,修改完善法律法规,持续推进隐患排查治理,重点加强运输、使用、储存环节监管,加强信息化建设,加大宣传力度,充分发挥行业协会的积极作用,推进一体化爆破作业模式,确保民爆行业持续安全健康发展。Under the guidance of strict control policy,the security management of civil explosives is gradually becoming professional,scientific,standardized and legalized.At present,although the supervision laws and regulations have been set up,and the supervision responsibilities of the public security organs are clear,there are eight major problems such as insufficient personnel and imperfect cooperation mechanism,etc..Therefore,the establishment of a long-term mechanism for civil explosives should be promoted,safety management of civil explosives material should be strengthened from multiple perspectives,such as strengthening the police and staff training,perfecting supervision coordination mechanism,improving the laws and regulations,promoting potential risks screening and administrating continuously,focus on strengthening supervision of transportation,usage and storage,intensifying propaganda and information construction,promoting the integrated model of blasting operation,giving full play to the positive role of industry association,to ensure the sustainable safe and healthy development of the civil explosive industry.
