摘　　要：智慧社会背景下网络空间与物理空间融合发展,传统犯罪组织大规模向网络迁移,利用网络平台无边界特征,借助发达的通讯技术手段,形成较低成本整合各种信息资源的新型组织模式,同时网络犯罪组织在多方面呈现嬗变趋势,组织分工精细化,层级扁平化,组织链条延伸化。公安机关在新形势下要树立智慧侦查理念,构建侦查工作新格局;以互联网思维为指引,再造侦查组织体系;运用智慧侦查手段,提升侦查工作效能;加强网络阵地防控,全面堵截犯罪。Under the background of smart society,cyberspace and physical space has developed integratively.Traditional criminal organizations have migrated to the network on a large scale,taking advantage of the borderless characteristics of network platforms and using developed communication technologies to form a new organizational model that integrates various information resources at a lower cost.Meanwhile,cybercriminal organizations show a trend of transmutation in many aspects,with refined organizational division of labor,flat hierarchies,and extended organizational chains.Under the new situation,public security organs should establish the concept of intelligent investigation and build a new pattern of investigation work,take Internet thinking as the guide to reconstruct the investigation organizational system,use smart investigation methods to enhance the efficiency of investigation work and strengthen the prevention and control of network to comprehensively intercept crimes.
