首都新发展格局下的乡村地区规划管理体系探索

摘　　要：为深入推进乡村振兴战略,加强生态文明建设,全面实施《北京城市总体规划(2016年—2035年)》,按照构建国土空间全域管控体系的要求,北京市建立了“三级三类”的国土空间规划体系,乡镇国土空间规划是其中的重要组成部分,起着传导落实分区规划、统筹优化村庄规划、承接保障专项规划的重要作用。本文以首都发展为引领,结合北京市乡村地区的基本情况,提出北京市乡镇国土空间规划和村庄规划对乡村地区的管控和引导策略,探索建立覆盖规划编制、审批、实施、监督管理全流程的乡村地区规划管理体系,以乡镇全域统筹推进首都城乡协调发展。In order to further promote the rural revitalization strategy,strengthen the construction of ecological civilization,and fully implement the'Beijing Master Plan(2016-2035)',Beijing has established a'three-tier and three-tier'territorial spatial planning system in accordance with the requirements of building a comprehensive spatial control system,the township land spatial planning is an important part,which plays an important role in conducting and implementing zoning planning,coordinating and optimizing village planning,undertaking and ensuring special planning.Guided by the development of the capital and combined with the basic situation of rural areas in Beijing,this article proposes the control and guidance strategies of township land planning and village planning for rural areas in Beijing,explores the establishment of a rural planning management system covering the whole process of planning preparation,approval,implementation,supervision and management,and promotes the coordinated development of urban and rural areas in the capital with the overall planning of townships.
