摘　　要：江苏省开展辅助决策地图联动更新工作以来,已构建起省市县三级联动、按月更新、共建共享的运行机制,而且在PC浏览器端实现了地图变更审核业务的流程化管理,但仍存在县级操作人员无法在外业实时标绘变更信息(以点线面等形状及文字表示)以及业务移动办公不方便等问题,本文以天地图提供的地图服务为基础,结合智能语音识别、工作流引擎以及地理信息技术等,应用Leaflet Web API开发出基于移动端的地图变更审核系统,提供移动端地图变化信息的增删改、审核、上传、下载及管理等联动功能,进一步提升了省市县级业务部门对地图变化信息的科学管理。Since Jiangsu province carried out the linkage update of auxiliary decision-making maps,it has established a three-level linkage,monthly update and co construction sharing operation mechanism of provinces,cities and counties,and realized the process management of map change review business on the PC browser.However,there are still problems such as the county-level operators can not plot the change information in real time in the field(expressed in shapes and characters such as dots,lines and planes)and the inconvenience of business mobile office.Based on the map service provided by Map World,combined with intelligent voice recognition,workflow engine and geographic information technology,this paper develops a map change review system based on mobile terminal by using the leaflet web API,and provides linkage functions such as addition,deletion,review,upload,download and management of map change information on mobile terminal,which further improves the scientific management of map change information by provincial,municipal and county-level business departments.
