公立中医医院医疗服务高质量发展指标体系构建研究

摘　　要：目的构建公立中医医院医疗服务高质量发展评价指标体系,为公立中医医院医疗服务高质量发展评价提供参考。方法采用德尔菲法进行两轮专家咨询,运用层次分析法和CRITIC法确定各级指标权重。结果两轮咨询回收率均为100%,专家权威系数大于0.7,专家意见Kendall’s W系数在0.4~0.6之间。构建以“基础质量—环节质量—终末质量”为框架的指标体系,包括3个一级指标、11个二级指标和30个三级指标。结论所选取的专家权威性和积极性较高,指标体系能够真正关注公立中医医院医疗服务高质量发展情况,计算的指标权重结果合理。Ojective It aims to construct an evaluation index system for the high-qualty development of medical services in public hospitals of traditional Chinese medicine,which can provide reference for the high-quality develop-ment evaluation of public hospitals.Methods The evaluation index system was preliminarily developed through litera-ture research and group discussion.Delphi method was adopted for two rounds of expert consultation,and AHP and CRITIC method were used to detemine the weight of indicators at all levels.Results The recovery rates of the two rounds of expert questionnaire consultation were 100%.The expert authority cofficient was greater than 0.7,and the Kendall coordination oefficient of expert opinion was between 0.4 and 0.6.Finally,an index system based on the framework of“basic-Intermediate-result”was constructed,including 3 first-level indexes,11 second-level in-dexes and 30 third-level indexes.Conclusion The experts selected are authoritative and highly motivated.The index system can really pay attention to the high-quality development of medical services,and the calculated index weight results are reasonable.
