社会治理视域下的基层妇女议事会运作

摘　　要：妇女议事会是基层社会治理体系的重要组成部分,旨在推动性别平等的社会治理体系和治理能力现代化建设。近年来上海P区妇女议事会的运作探索初步形成四个议事机制,即强调因地制宜、推陈出新的议事征集机制,注重规则、接纳与协商的议事讨论机制,议行合一、且行且议的议事落实机制,以及多主体内外联动的议事保障机制,促进了妇女议事会的落地,为女性参与社区公共事务决策与治理提供了空间,进一步强化了女性协商对话能力,改善了女性在基层社会治理中的相对边缘化处境。未来基层妇女议事会的建设,需兼顾社会治理与社会性别视角、改善议事代表结构与流动机制、规范议事规则与程序以及将性别视角嵌入基层社会治理的长期整体规划之中,聚焦女性群体的机遇结构赋权和主体能动性增能,建立迈向性别平等的基层社会治理体系。Women's Council is an important part of the grassroots governance system,aiming to promote the modernization of the governance system and governance capacity of gender equality.In recent years,the operation of the Women's Council in P District has formed four specific mechanisms.The first mechanism is the deliberative collection mechanism,which emphasizes the introduction of new measures according to local conditions.The second is the discussional mechanism,which focus on the rules,acceptance and negotiations.The third is the deliberative implementation mechanism that integrates deliberation and action.The last is the deliberative guarantee mechanism,which emphasize on participation of multi-agent.This paper argues,these mechanisms provide a public space for women's participation in the discussion,management and decision-making of community public affairs.In addition,women's ability to negotiate and dialogue is strengthened,which reverses the marginalization of women in grassroots governance.In the future,the construction of grassroots Women's Council needs to develop both social governance perspective and gender perspective,in order to improve the participant representativeness and increase the mobility of participants.Moreover,the Women's Council needs to further standardize the rules and procedures for deliberation and discussion and embeds the gender perspective in the long-term overall planning of grassroots governance.Finally,this paper emphasizes the establishment of a grassroots governance system towards gender equality by focusing on empowering the opportunity structure and agency of women.
