全球安全倡议中“普遍安全观”的历史建构与国际比较

摘　　要：全球安全倡议是习近平在国际安全治理方面提出的重大创新理论。新中国成立以来所提出的一系列国际安全观是全球安全倡议丰富的历史与理论渊源。在此基础之上,全球安全倡议又进行了自我革新与完善,使其更加符合时代之需与世界之变。其中,“普遍安全观”是全球安全倡议的前身,后作为理念指引成为全球安全倡议的重要组成部分。“普遍安全观”具有理论上的优越性,是对西方现有国际安全理念的批判与继承:第一,“共同的”安全观是对西方“共同安全观”与“安全共同体”理论的补充阐释;第二,“综合的”安全观是中国基于自身经验在非传统安全领域提出的新范式;第三,“合作的”安全观拓展了西方“合作安全观”的范畴,明确了合作的性质;第四,“可持续的”安全观是中国对和平与发展问题的再回顾与新发展。四大核心要义构成“普遍安全观”的“四位一体”格局,共同服务于构建人类安全共同体的长远目标。此外,全球安全倡议又赋予了“普遍安全观”以新的内涵与诠释路径,即将法治思想融合进“普遍安全观”之中,倡导“以国际法为准绳”,用国际法治保障国际和平与安全。The Global Security Initiative(GSI)constitutes a significant and creative theory put forward by Xi Jinping in areas of international global governance.The GSI was based on a series of theories and practices relating to maintaining global security proposed by the People's Republic of China(PRC),and it has reformed and improved itself continuously to answer the needs of the Times and changes in the world.As the prototype and the current conceptual guidance of the GSI,the Vision of Universal Security,transcending over major Western international security theories,demonstrates its superiority:First,the vision of common security further interprets the"common security concept."Second,the vision of comprehensive security is a new Chinese paradigm in the field of non-traditional security.Third,the vision of cooperative security clarifies its nature of cooperation and expands the scope of the"cooperative security concept."Forth,the vision of sustainable security is an innovative concept proposed on the review and the outlook of the principle of sustainable development.The four pillars of the Vision of Universal work in solidarity to foster a community with a shared security for mankind.In addition,the Vision of Universal Security in the GSI has been extended by increasing the connotation of promoting the international rule of law,which appeals to international society to apply international law as a reliable tool to safeguard international peace and security.
