社会力量参与安徽省县级公共图书馆建设调查与研究——基于第七次全国公共图书馆评估定级调研

摘　　要：社会力量参与我国基层公共图书馆建设是当前公共图书馆转型升级、实现高质量发展,全面构建我国基层公共文化服务体系的重要组成部分。以2022年第七次全国公共图书馆评估定级工作开展为契机,在评估指标内容调研基础上对安徽省县级公共图书馆吸收社会力量建设发展的现状进行列表统计,再根据社会力量参与指标下法人治理结构改革、社会合作、志愿服务三部分,选取具有三项指标特色的六所安徽省县级公共图书馆进行实例分析调查,从中归纳出长期制约县级图书馆社会力量参与发展建设的问题。最终提出安徽省县级公共图书馆引入社会力量参与建设的若干建议:健全相关的制度政策;完善评估监督体系;加大社会力量培育;构建智能化服务平台;丰富服务对象;创新宣传推广方式。The participation of social forces in the construction of grass-roots public libraries in our country is an important part of the transformation and upgrading of public libraries,the realization of high-quality development,and the overall construction of our grass-roots public cultural service system.Taking the opportunity of the Seventh National Public Library Evaluation and Grading in 2022,and based on the investigation and research of the evaluation indexes,the paper makes a tabulated statistics on the current situation of the construction and development of county-level public libraries absorbing social forces in Anhui Province.Then,according to the three parts of corporate governance reform,social cooperation and voluntary service under the index of social force participation,the paper selected six county-level public libraries in Anhui province with the three characteristics indicators to conduct case analysis and investigation,and summed up the problems that restrict the social forces of county-level libraries to participate in the development and construction for a long time.Finally,the paper puts forward some suggestions on how to introduce social forces into the construction of county-level public libraries in Anhui Province:perfecting related system and policy;perfecting the evaluation and supervision system;strengthening the cultivation of social forces;building the intelligent service platform;enriching the service objects;and innovating the ways of publicity and promotion.
