数字赋能基层全民健身公共服务治理的逻辑框架、实践经验、问题清单及靶向路径

摘　　要：本文运用文献资料、实地调查等研究方法,基于技术-治理互动分析框架,探究数字赋能基层全民健身公共服务治理实践经验、问题清单及靶向路径。研究认为:制度优势与技术优势并不必然实现对基层全民健身公共服务数字治理行动赋能,通过对浦东新区全民健身公共服务数字治理实践参与式观察,发现数字赋能效用源于治理系统与技术系统的互嵌耦合,从数字治理行动主体、数字治理行动结构、数字治理行动过程、数字治理行动规范、数字治理行动资源层面阐述数字治理实践经验。针对数字治理行动主体、结构、过程、规范、资源困境,提出靶向路径:增强数字治理行动主体数字素养、强化数字治理过程需求导向、建立利益共享的协同治理结构、完善数字治理制度规范体系、健全数字治理资源保障机制。Using the methods of literature review and field survey,the study explores the experience,problem list,and target paths of digital empowerment of grassroots governance practices of national fitness public services based on the framework of technology-governance interaction analysis.The study concludes that institutional and technological advantages do not necessarily enable digital governance of grassroots national fitness public services.Through participatory observation of digital governance practices of national fitness public services in Pudong New Area,it is found that the effectiveness of digital empowerment stems from the inter-embedded coupling of governance system and technological system,and the digital governance action subjects,digital governance action structures,digital governance action processes,digital governance action norms,and digital governance action resources are discussed.It also elaborates on the experience of digital governance practices in terms of digital governance action subjects,digital governance action structures,digital governance action processes,digital governance action norms,digital governance action resources.In response to the dilemma of digital governance action subjects,structure,process,norms,and resources,the fllowing target paths are proposed:enhancing digital literacy of digital governance action subjects,strengthening the demand orientation of digital governance process,establishing a collaborative governance structure with shared benefits,improving the system of digital governance norms,and improving the support mechanism of digital governance resources.
