政务督查组及督查对象的属性特征与督查效果的关系——基于Logistic回归分析的A省政务督查实证研究

摘　　要：政务督查是推动党中央、国务院决策部署贯彻落实的重要手段,是我国推进国家治理体系和治理能力现代化的重要工作,对政务督查影响要素及其影响关系开展研究,意义重大。基于A省2018年政务督查数据,在督查组和督查对象的属性特征分析基础上,构建多项Logistic回归模型,开展不同属性对发现各类督查问题的影响研究和实证分析。研究发现:(1)督查组的人数、高职级成员占比,人均年收入等,对于发现维稳类和扶贫类问题有显著的正向影响;(2)督查对象高学历干部占比、驻村干部来源单位数等,对发现维稳类问题均有显著的正向影响;(3)督查组的盛年成员占比、从事纪检监察工作年限,督查对象的党员干部占比、被地市级督查次数等,对发现扶贫问题有显著的负向影响。本研究为我国政务督查工作实践提供了一定的理论和经验支持,尤其为督查组人员的合理配置、督查组与督查对象的有效匹配提供了实践依据,对提高政府决策准确率、加强决策能力具有重要意义。Government supervision is an important means to promote the implementation of the decisions and deployment of the Central Committee of the Communist Party of China and the State Council.It is also a vital task for China to advance the modernization of the national governance system and governance capacity.It is of great significance to conduct research on the influencing factors and their relationships of government supervision.Based on the 2018 government inspection data of Province A,a multiple logistic regression model is constructed based on the analysis of the attribute characteristics of the inspection group and the inspection objects,and the impact of different attributes on discovering various inspection problems is studied and empirically analyzed.Research has found that:(1)the number of inspection groups,the proportion of vocational level members,and per capita annual income have a significant positive impact on identifying stability and poverty alleviation issues.(2)The proportion of highly educated cadres and the number of units where resident cadres come from have a significantly positive impact on identifying stability issues.(3)The proportion of members in the prime years of the inspection group,the number of years engaged in disciplinary inspection and supervision work,the proportion of party members and cadres who are inspected,and the number of times they are inspected at the prefecture and city levels have a significantly negative impact on identifying poverty alleviation problems.This study provides certain theoretical and empirical support for the practice of government supervision in China,especially for the reasonable allocation of personnel in the inspection group and the effective matching of the inspection group and the supervision objects.It is of great significance for improving the accuracy of government decision-making and strengtheningdecision-makingcapabilities.
