重点国有林区社会治理能力影响因素评估与提升路径分析

摘　　要：构建基于善治理论的重点国有林区社会治理体系,识别重点国有林区社会治理能力的影响因素,且从治理主体、治理能力、治理工具等三方面阐释重点国有林区社会治理能力提升路径。结果表明:重点国有林区社会治理体系是契合特定空间森林资源生态环境条件,由多个治理主体共同参与,追求生态、经济、民生三元目标并处理多元要素间相互联系、相互影响的公共服务能力集合;重点国有林区社会治理能力受民生保障提升能力、生态安全维系能力、林业政策执行能力、社会关系凝聚能力和公共资源供给能力五维因素综合影响,民生保障提升能力影响最大,公共资源供给能力影响最小。基于此,重点国有林区社会治理能力提升路径在于明确重点国有林区社会治理主体权责边界,强化民生保障能力且加大多样化社会治理工具的运用强度。Based on theroy of good governance,this paper constructs the social governance system of key state-owned forest areas,explores influencing factors of social governance capacity of key state-owned forest areas,explains the improvement path of social governance capacity in key state-owned forest areas from governance subject,governance capacity and governance tool.The results show that the social governance system of key state-owned forest areas is a collection of public service capabilities that meet the ecological and environmental conditions of specific spatial forest resources,are jointly participated by multiple governance subjects,pursue the three-dimensional goals of ecology,economy and people’s livelihood,and deal with the interconnection and mutual influence of factors.The social governance capacity of key state-owned forest areas is comprehensively affected by the five dimensions of improving people’s livelihood security,maintaining ecological security,implementing forestry policies,cohesion of social relations and supply capacity of public resources,and the ability to improve people’s livelihood security has the greatest impact and the supply capacity of public resources plays the least role.The path to improve the social governance capacity of key state-owned forest areas lies in clarifying the boundaries of the rights and responsibilities of social governance subjects in key state-owned forest areas,strengthening the ability to ensure people’s livelihood and increasing the intensity of application of diversified social governance tools.
