试论金砖国家创新基地建设的创新发展策略

摘　　要：中国提出建设金砖国家新工业革命伙伴关系创新基地(金砖国家创新基地)的倡议意义重大,既给金砖国家紧抓新工业革命带来了机遇,也深化了金砖国家伙伴关系,推动了金砖国家创新发展。总结金砖国家创新基地在政策协调、人才培养和项目开发等领域取得的建设成效,分析其在建设发展中存在的不足及其面临的内外发展环境带来的挑战,提出其创新发展的对策和建议。建议金砖国家创新基地应巩固金砖国家伙伴关系、牢牢把握创新实质、立足新工业革命领域,高水平加强政策协调、人才培养和项目开发,探索全球科技治理新范式,提升科技创新能力,培育经济发展新动能,助力金砖国家高质量发展。China’s initiative to build Innovation Base for BRICS Partnership on New Industrial Revolution(BRICS Innovation Base)is of great significance.It not only enables the BRICS countries to seize the opportunities brought by the new Industrial Revolution,but also deepen the BRICS partnership and promote innovative development in BRICS countries.Summarized the achievements of the BRICS innovation base in the fields of policy coordination,personnel training and project development,analyzed its shortcomings in the construction and development and the challenges brought by the internal and external development environment,and put forward countermeasures and suggestions for its innovative development..It is proposed that the BRICS Innovation Base should consolidate the BRICS partnership,firmly grasp the essence of innovation,base itself on the new industrial revolution,strengthen policy coordination,personnel training and project development at a high level,explore a new paradigm of global science and technology governance,enhance scientific and technological innovation capacity,foster new drivers of economic development,and contribute to high-quality development of BRICS countries.
