摘　　要：党的十九届六中全会将坚持人民至上和坚持独立自主总结为中国共产党百年奋斗的历史经验,二十大再次提出“党的百年奋斗成功道路是党领导人民独立自主探索开辟出来的”。抗日战争时期,晋绥革命根据地西农币的发行与流通是独立自主、人民至上原则在金融领域的成功实践。独立自主是西农币成功发行的前提保障:根据地政府在极其复杂的货币流通环境下,立足自身确定西农币的发行、在斗争中逐步确立西农币的合法地位、自力更生以物资稳定西农币币值。人民至上是推动西农币流通的动力源泉:以人民为中心发展生产,夯实西农币流通的基础;依靠人民群众发展商业,畅通西农币流通的渠道。最终,西农币的成功流通为人民币发行奠定了基础。The Sixth Plenary Session of the 19th Central Committee summarized the adherence to the suprema⁃cy of the people and independence as the historical experience of the C.P.C.’s centennial struggle.The 20th Na⁃tional Congress of the Communist Party of China once again proposed that“the successful path of the Party’s cen⁃tennial struggle was pioneered by the Party’s leadership of the people through independent exploration”.During the Anti Japanese War,the issuance and circulation of Xinong coins in the Jin Sui Revolutionary Base was a suc⁃cessful practice of the principle of people first and independence in the financial field.Independence and autono⁃my are the prerequisite guarantees for the successful issuance of Xinong coins.The base government determines the issuance of Xinong coins based on its own actual situation in an extremely complex currency circulation envi⁃ronment.It gradually establishes the legal status of Xinong coins in struggle and relies on self-reliance to ensure the stability of the value of Xinong coins with materials.The supremacy of the people is the driving force behind the circulation of Xinong coins.The government developed production centered on the people and consolidated the foundation for the circulation of Xinong coins.It relied on the people to develop commerce and unimpeded the channels of the circulation of Xinong coins.Finally,the successful circulation of Xinong coins laid the foundation for the issuance of RMB.
