摘　　要：目的 新冠肺炎疫情自暴发以来迅速演化为复合型重大公共危机,本文拟合经济、组织和社会的三维集体韧性理论模型,系统考察突发公共事件应激期的政策保护网络,对未来我国防范化解突发公共卫生事件重大风险提供预测证据。方法 以中国知网(CNKI)作为数据检索平台,时间设置为2019—2020年,运用CiteSpace软件对272篇涉及政策的新冠肺炎疫情主题的文献进行关键词共现和聚类分析。结果 共现节点数77,连线数82,网络密度值0.028;聚类图谱S=0.6641,Q=0.791,知识图谱围绕经济分配、社会保障、教育、组织、网络舆情等方面展开,与集体韧性对疫情流行风险的抵御机制基本耦合。研究主题表现为疫情的经济性影响及分配应对策略、社会性影响及组织应对策略、心理性影响及社会应对策略三重维度。结论 中国特色应急管理模式呈现出由韧性逻辑主导的政策保护网络与自性行动趋势。突发公共卫生事件下的中国社会政策体系应依托现实国情与全球时代背景,逴跞不同理论范式和跨学科知识经验,从而达到学理性、实践性与人民性的价值统一。Objective Since the outbreak of COVID-19 has rapidly evolved into a major complex public crisis,this article aims to summarize multiple research topics from the perspective of policy in the initial period of the epidemic based on the theoretical framework of community resilience,as well as exploring and providing evidence for the social protection network that defends public health emergencies.Methods Using CNKI as the data retrieval platform,CiteSpace software was used to conduct a quantitative and visual analysis of keyword co-occurrence and clusteringincluding 272 COVID-19 related articles from 2019-2020.Results The knowledge graph focuses on economic distribution,social security,education,organization,online public opinion and other aspects,which is basically coupled with the mechanism of community resilience against epidemic risks.The co-occurrence network(N=77,E=82,Dentisy=0.028)and clustering(S=0.6641,Q=0.791)analysis shows that the research topics focus on three dimensions:economic impact and distributive coping strategy,social impact and organizational coping strategy,psychological impact and social coping strategy.Conclusion Under the highly centralized emergency management mode with Chinese characteristics,a trend of self-centered social policy action dominated by the logic of resilience has emerged.China's social policy system is supposed to consider realistic national conditions and global era background,integrate different theoretical paradigm and interdisciplinary knowledge experience,so as to achieve the value-based unity of academic,practice and humanity.
