摘 要:针对电池储能参与区域电力系统二次调频,提出了一种基于模糊动态分配的储能调频控制策略,解决了系统调频需求与储能荷电状态(state of charge,SOC)重构之间的矛盾,并充分发挥了储能的快速调频特性。首先分析了灵敏度与频率偏差的关系,确定了最佳储能参与调频深度也即分配因子值与频率偏差的关系,并提出通过计算储能分配因子的灵敏度,动态调整分配因子的储能控制策略,解决了以往研究需要制定重构策略以维持储能SOC的问题。在此基础上,考虑负荷连续大扰动下储能持续出力可能会使SOC越限,提出了一种基于超短期负荷预测和模糊控制的储能分配因子二次修正策略,可提前感知负荷变化趋势,并对分配因子进行二次修正,使储能预留充足容量来应对负荷连续大扰动。基于含电池储能的两区域互联系统的仿真算例验证了所提策略的有效性。In view of the secondary frequency modulation of the battery energy storage in regional power systems,an energy storage frequency modulation control strategy based on the fuzzy dynamic distribution is proposed,which solves the contradiction between the system frequency modulation demand and the energy storage SOC reconstruction,giving a full play to the rapid frequency modulation characteristics of the energy storage.First,by analyzing the relationship between sensitivity and frequency bias,the relationship between the best energy storage involved in the frequency modulation depth,i.e.that between the allocation factor value and the frequency deviation.By calculating the sensitivity of the energy storage allocation factor and dynamically adjusting the energy storage control strategy for the allocation factors,the problem is solved that in previous studies it is necessary to develop the reconstruction strategies to maintain the energy storage SOC.On this basis,considering that the continuous output of the energy storage under continuous load disturbance may limit the SOC,we propose a quadratic correction strategy of the energy storage allocation factor based on the ultra-short-term load prediction and the fuzzy control,which is able to perceive the load trends in advance and make a secondary correction for the allocation factor,dealing with the continuous load disturbance with the sufficient capacity of the energy storage reserve.The simulation example of a two-region interconnection system with the battery energy storage verifies the effectiveness of this strategy.
