摘　　要：科技创新是一个国家和地区高质量可持续发展的内生动力。辽宁具有一定的科技创新要素基础,但近些年受经济发展水平的限制,特别是因传统思维定式导致科技体制改革存在短板,制约了辽宁科技创新进程及产业升级和经济发展。促进辽宁科技创新的关键是深化科技创新体制改革,主要着力点在于建立科学合理的科技创新投入、科技成果转化、科技创新工作治理和科技创新生态环境等体制机制。体现辽宁特色的、积极并相对充足的财政支持是推动辽宁科技创新强有力的保障。Scientific and technological innovation is the endogenous driving force for high-quality sustainable development of a country and a region.Liaoning has a certain foundation of scientific and technological innovation elements,but in recent years,it is limited by the level of economic development,especially the shortcomings of scientific and technological system reform caused by traditional thinking patterns,which restricts the process of scientific and technological innovation,industrial upgrading and economic development of Liaoning.The key to promote scientific and technological innovation in Liaoning Province is to deepen the reform of scientific and technological innovation system,which mainly focuses on the establishment of a series of scientific and rational systems and mechanisms,i.e.systems and mechanisms of investment of scientific and technological innovation,transformation of scientific and technological achievement,governance of scientific and technological innovation and ecological environment of scientific and technological innovation.The positive and relatively sufficient financial support with Liaoning characteristics is the most favorable guarantee for promoting scientific and technological innovation in Liaoning.
