农地流转履约环境对规模经营发展的影响研究

摘　　要：研究目的:利用黑龙江、河南、浙江、四川4省的村庄层面与农户层面调查数据,探讨农地流转、履约环境对农地规模经营程度及稳定性的影响与机制。研究方法:描述性分析、固定效应模型、二元选择模型和Tobit模型。研究结果:(1)良好的履约环境能够强化农地流转市场发育对农地规模经营的促进作用。(2)履约环境更优的村庄农地规模户减小或退出经营的概率显著更低,且规模户经营农地面积减少比例也更小。研究结论:良好的履约环境是促进农地规模经营发展和保障其稳定性的重要条件。构建与维护良好市场秩序,加强乡村治理中的法制教育与宣传,规范要素市场交易行为以形成良好履约环境,对于保障农民农地权益和提升市场资源配置效率具有重要意义。The purpose of this paper is to explore the influence and mechanism of farmland transfer and contract implementation environment on the development and stability of farmland scale management,by using the survey data of villages and rural households in Heilongjiang,Henan,Zhejiang and Sichuan provinces.The research methods include descriptive analysis,fixed effect model,binary selection model and Tobit model.The results are as follows:1)well-functioning contract implementation environment can enhance the promoting effect of farmland transfer market development on farmland scale management.2)In villages with better contract implementation environment,the probability that rural households with scale farmland reduce or quit operation is significantly lower,and the reduction ratio of farmland area operated by large-scale rural households is also smaller.In conclusion,well-functioning contract implementation environment is an important condition to promote the development of farmland scale management and to ensure its stability.It is of great significance to build and maintain market order,strengthen legal education and publicity in rural governance,and standardize factor market transactions to form better contract implementation environment for protecting farmers’rights and interests of farmland and improving the efficiency of market resource allocation.
