摘　　要：加强对人才的政治引领和吸纳,以高层次归国留学人才为重点,推进高知识群体的党员发展工作,是高校义不容辞的责任。基于此,围绕明思路、学先进、重落实的指导理念,从调查调研、他山之石、切实举措几个角度,阐述高层次归国留学人才入党的机制与方法。针对工作干劲足、加入组织热情不足,国情认知意愿足、思想政治理论学习不足,民主参与意愿足、建言献策渠道不足等调研中发现的问题,借鉴清华大学、南方科技大学等吸纳高层次人才入党的经验方法,提出学习教育有信念、入党联系有帮扶、争优创先有标杆、组织活动有凝聚等吸纳高层次归国留学人才入党的举措。It is of great importance for Higher Education Institutes to motivate Overseas High-Level Returned Talents to Join the CPC.Based on investigation,research and reference,this article explores the Mechanism of Motivating Overseas High-Level Returned Talents to Join the CPC.In view of the problems found in the survey,such as sufficient motivation for work,sufficient willingness to recognize national conditions and participate in democratic practice,as well as insufficient enthusiasm for joining the CPC,insufficient learning of ideological and political theory,insufficient channels for suggestions.Taken Tsinghua University and Southern University of Science and Technology as reference,this article explores mechanisms and measures to attract Overseas High-Level Returned Talents to Join the CPC,such as learning ideological and political theory,assistance in joining the party,benchmarking in striving for excellence,and cohesion in organizing activities.
