摘 要:铁路运输调度指挥能力直接影响铁路客货运服务水平,新时代新背景下对于铁路运输调度指挥提出了更高的要求,亟需构建新一代中国铁路运输调度指挥平台。在分析国内外铁路调度系统现状基础上,提出中国铁路运输调度指挥平台总体架构;重点围绕3个一体化,即安全卡控一体化、计划编制一体化及效率效益分析一体化,开展功能设计;提炼平台建设关键技术,提出按照数据集中、应用集中、一体化提升的实施路径,推进平台建设。研究结果对于更好地推动铁路运输调度指挥高质量发展,实现铁路调度现代化具有重要参考价值。The ability to dispatch and command railway transportation directly affects the level of railway passenger and freight services.In the new era and context,higher requirements were put forward for railway transportation dispatching and command,and it was urgent to build a new generation of China railway transportation dispatching and command platform.On the basis of analyzing the current situation of railway dispatching systems at home and abroad,this paper proposed the overall architecture of China railway transportation dispatching and command platform.The paper focused on three integrations,namely safety card control integration,plan preparation integration,and efficiency benefit analysis integration to carry out functional design,refined key technologies for platform construction and proposed an implementation path of data centralization,application centralization,and integrated improvement to promote platform construction.The research results have important reference value for better promoting the high-quality development of railway transportation dispatching and command,implementing modernization of railway dispatching.
