摘　　要：制度型开放的要义是国内国际制度互动,包括向内制度优化和向外制度供给的双重含义。在美元霸权的背景下,制度型开放将为中国参与国际金融体系带来更多机遇与挑战。文章从国际清算结算规则和资本市场对外开放两方面分析中国金融开放的战略演进方向,提出中国金融开放的潜在风险和应对策略,为中国推动全球金融秩序重构提供了一个理论视角,即以金融服务人类命运共同体为核心理念,促进国际货币体系多元化和国际金融事务话语权多极化,逐步形成平等共商的国际关系格局,渐次实现对美元的“去依附化”。在此过程中,中国应以贸易支付安全为基础、稳步提升人民币的地位和稳定性,进而使中国具备推动全球金融交易规则变革的影响力和话语权。The key of institutional openness is the interaction between domestic and international institutions,including the dual meaning of inward institutional optimization and outward institutional supply.Under the hegemony of the US dollar,institutional openness will bring more opportunities and challenges for China to participate in the international financial system.This paper analyzes the strategic evolution and future direction of China's financial opening from the perspective of both international clearing and settlement rules and capital market opening to the outside world,and then proposes some potential risks and coping strategies.Further,this paper provides a theoretical perspective for China to promote the restructuring of the global financial order,that is,to promote the diversification of the intermational monetary system and the multi-polarization of the discourse on international financial affairs with the core concept of the community of human destiny in financial services,to gradually form a pattern of international relations on an equal footing,and to gradually realize the"de-dependence"from the US dllar.In this process,it is necessary to distinguish between short-,medium-and long-term strategies to steadily enhance the status and stability of the RMB based on the security of trade payments,so as to have the influence and discourse power to promote the change of global financial transaction rules.
