城市体检指标评价技术方法研究——以湖北省城市体检技术导则为例

摘　　要：城市体检是及时发现城市问题,提高城市治理精细化水平的重要手段。指标评价作为城市体检中的关键一环,对最终的结果输出与问题识别起到关键影响作用。然而现有研究与实践缺少基于具体指标系统建构的评价方法,导致评价结果之间缺少衔接或难以聚焦具体城市问题。该文以精准发现城市病、综合输出城市体检结果为目标导向,针对现有指标评价技术流程中存在的问题与短板,采用“定性判断”结合“定量检验”的工作思路,综合运用层次分析法与单因子诊断法构建一套完整的城市体检指标评价标准体系,优化完善单因子诊断法在城市体检工作流程中的技术路径,明确指标分类标准与参考值;并以湖北省城市体检技术导则的制定为例展开实证研究,研究优化完善了现有城市体检指标评价技术路线,建立了多层级指标评价的评价标准体系,强化了多元体检过程,形成多层级的体检结果研判,以期为全方位、多尺度精准识别城市问题提供技术支撑。Carrying out urban physical examination and evaluating cities is an important means to understand the health status of cities and find urban problems in time,which helps to promote the governance of urban diseases,to improve the urban living environment,and to improve the refinement level of urban governance.As a key link in urban physical examination,index evaluation plays a key role in the output of final results and problem identification.However,the existing research and practice lack of systematic analysis of specific indicators and the process of evaluation methods,resulting in the lack of convergence between the evaluation results or difficult to focus on specific urban issues.On the basis of summarizing the existing urban physical examination index evaluation methods,we comb the problems and shortcomings in the index evaluation technical process.Taking the accurate discovery of urban diseases and the comprehensive output of urban physical examination results as the goal orientation,we adopt the evaluation idea of"qualitative judgment"combined with"quantitative test",then we comprehensively use the analytic hierarchy process and single factor diagnosis method to build a complete set of urban physical examination index evaluation standard system,optimize and improve the technical path of single factor diagnosis method in the urban physical examination workflow,and define the index classification standard and reference value.Taking the formulation of the technical guidelines for urban physical examination in Hubei Province as an example,the empirical research is carried out to optimize and improve the existing technical route of urban physical examination index evaluation,and establish a multi-level index evaluation evaluation standard system,strengthen the multi-level physical examination process,and form a multi-level physical examination result research and judgment,so as to provide technical support for the comprehensive and multi-scale accurate identification of urban problems.
