农村社区治理网络再构——以湖南省石门县杨坪社区“两联两包”治理模式为例

摘　　要：城镇化背景下农村社区治理网络弱化,因此,亟须政府持续推进农村社区治理网络再构,以吸纳多元主体联动治理进而提升农村社区治理效能。本文基于行动者网络理论,以湖南省石门县杨坪社区“两联两包”治理模式为例,探析基层政府、社区党组织、社区自治组织、社区新乡贤和社区居民等行动主体推进治理网络再构的互动过程。研究发现:农村社区治理网络再构是一个复杂的动态过程,经历洞悉治理困境、激发参与动力、强化号召力和构建行动者治理联盟四个阶段。基层政府与社区党组织是推动农村社区治理网络再构的核心行动者,社区新乡贤可在基层政府、社区党组织和社区居民之间起到重要的联通作用。本文从微观层面拓展了农村社区治理模式创新研究,丰富了农村社区治理模式构建中行动者网络形成机理。The weakening of rural community govermnance network against the context of urbanization urges the government to continuously promote the reconstruction of efficient rural community governance network,so as to sparkle multi-subject joint governance to improve the effectiveness of rural community govermance.Based on the actor network theory,the paper conducts a case study on the"two joints and two guarantees"govermance model of Yangping community in Shimen County of Hunan Province,to analyze the interactive process where the grassroots govermment,community party organization,autonomous organization,community new village elites,community residents and other action subjects promote the reconstruction of govermance network.The study finds that the reconstruction of rural community governance network is a complex and dynamic process,which includes four stages:understanding the govermance dilemma,stimulating the motivation of participation,expanding the appeal,and establishing the actors'govermance alliance.Grassroots govermments and community party organizations are the core actors to promote the reconstruction of community governance network,and community new village elites play an important role in connecting grassroots governments,community party organization,and community residents.This paper contributes to the literature of rural community governance model innovation at the micro level and enriches the formation mechanism of actor network in the construction ofrural community govermance model.
