公民参与经历对第三次分配的认知与态度的影响研究:一个有调节的链式中介模型

摘　　要：“重视发挥第三次分配作用”“发展慈善事业”是党的十九届四中全会和五中全会提出的重要国家战略,公众对第三次分配的认知与态度对于政策落实具有重要影响。文章根据已有研究与我国相关政策的实际情况,建立了我国公民参与与认知态度模型,通过问卷调查公民参与经历、自利型认知、公民型认知验证模型机制,检验公民参与经历如何影响对第三次分配的认知和态度。文章认为,我国公众对于第三次分配政策有基本了解,认识到该政策与个人的关联,大多数人支持并愿意参与第三次分配;过往公民参与经历可以通过公共型认知和自利型认知正向影响其参与第三次分配的态度;女性具有更多公民参与经历,但学历与公民参与经历呈负相关。文章对于第三次分配政策倡导、提高公民对第三次分配的参与度具有一定启示。Tertiary distribution policies in China aim to balance efficiency and equality by creating opportunities for high-income groups to give back to society through voluntary gifts and charitable donations,thereby reducing the income gap.Public cognition and attitude towards tertiary distribution are essential to the successful implementation of the policy.This paper contributes to the literature by constructing a chain mediation model to analyze how citizen participation experience affects cognition and attitude towards tertiary distribution.The model explores the moderating effect of social status through the mediation of citizen cognition and self-interested cognition.The study found that past citizen participation experiences positively influenced attitudes towards participating in tertiary distribution,and there was a significant chained mediating effect between citizen participation experience,citizen cognition,self-interested cognition,and attitudes.Female citizens had more participation experience,but educational background was negatively correlated with participation.These findings provide theoretical guidelines for advocating the policy and improving citizen participation in tertiary distribution.
