科技自立自强与亚洲发展的内生动力

摘　　要：亚洲发展取得了举世瞩目的成就。外来技术、外部市场均为亚洲发展作出过重要贡献。但二者都不是典型意义上的“国际公共品”。从以中日韩为代表的亚洲国家发展经验来看,在全球化时代,“自主”有着重要意义。科技自立自强构成亚洲发展的内生动力,但在发展的“追赶阶段”与“成熟阶段”,科技自立自强又有着不同侧重。在“追赶阶段”,由于后发国家对先发国家构成的竞争压力小,获得外来技术与外部市场均相对容易,培育“自主学习能力”是支撑科技自立自强,进而推动成功发展的关键。当亚洲逐步步入发展“成熟阶段”,对先发国家构成的竞争压力增大,获得外来技术与外部市场也愈发困难,此时“自主创新能力”与“自主市场规模”相互补充支撑着“高水平科技自立自强”,推动着亚洲持续发展。新时代的中国致力于实现“高水平科技自立自强”,积极向亚洲分享技术与市场,推动亚洲共同发展。Asia's development has made remarkable achievements.External technologies and markets have made significant contributions to Asia's development.But none of them are typical international public goods.Regarding development experiences of Asian countries,represented by China,Japan,and South Korea,autonomy has great significance in the era of globalization.The endogenous driving force for Asia's development lies in sci-tech self-reliance and self-strengthening.In the catching-up stage and mature stage of development,sci-tech self-reliance and self-strengthening has different focuses.In the catching-up stage,due to the low competitive pressure of late developers on early developers,it is relatively easy for later developers to acquire external technologies and markets.Cultivating self-learning capabilities is the key to underpinning sci-tech self-reliance and self-strengthening and promoting successful development.As Asia countries gradually enter the mature stage of development,the competitive pressure on early developers increases,and it is getting increasingly difficult for them to obtain external technologies and markets.In mature stage,independent innovation capabilities and autonomous market size complement each other to support sci-tech self-reliance and self-strengthening at higher levels and then,promote sustainable development in Asia.In new era,China is committed to achieving sci-tech self-reliance and self-strengthening at higher levels,and actively share technology and markets with Asian countries.China's development facilitates common development in Asia.
