双碳战略背景下氢燃料电池公交车运行监管指标体系

摘　　要：为明确氢燃料电池公交车运行监管重点要素,确保氢燃料电池汽车公交领域推广应用规范有序、行业安全稳定,本研究通过调研梳理我国氢燃料电池公交车推广应用总体情况,分析发展过程中存在的主要问题,阐述基于双碳战略背景下加强车辆运行监管的必要性,结合公交行业管理要素,围绕车辆运行、车辆停放、车辆维保、燃料加注、人员管理、场站管理和信息管理七个方面,探索构建了氢燃料电池公交车运行监管指标体系。同时采用改进后的层次分析法试算指标权重,进一步明确监管要点,为行业管理部门科学决策、加强监管提供依据和支撑。To find out the key elements of supervising hydrogen fuel cell bus operation,and ensure the promotion of hydrogen fuel cell buses in public transportation is standardized,orderly,safe and stable,this paper takes into account seven aspects of public transportation management principles(include bus operation,bus parking,bus maintenance,fuel filling,personnel management,station management and information management)discovers and builds supervision indicator system of hydrogen fuel cell bus operation by investigating the general situation of promoting of hydrogen fuel cell buses in our country,and analyzing the main problems under development,and describing the necessity of strengthening the supervision of vehicle operation according to current dual-carbon strategy.Then using the improved AHP to calculate the weights of indicators,to further confirm the key points of supervision,and provides basis and support for the industry management department to make scientific decisions and enhanced supervision.
