摘 要:本文以187个国家的264个区域贸易协定为样本,将劳工标准细化为18个条款进行评估,以此为基础运用扩展引力模型给予分析。研究发现:区域贸易协定中劳工标准的强化显著抑制了缔约方的全球价值链参与度,且对前向参与度的抑制作用更明显。从国别看,这种抑制作用均发生于发达国家与发展中国家间;从行业类别看,这种抑制作用主要体现在制造业,对服务业作用相反;从条款类别看,除区域贸易协定中劳工监督机构的建立促进了全球价值链参与度外,其他条款均起抑制作用。区域贸易协定劳工标准对全球价值链参与度的影响机制包括成本效应和生产率效应,前者起抑制作用,后者起促进作用。中国应积极应对区域贸易协定中的劳工标准,在有步骤地推进劳工标准水平的同时,通过区域贸易协定差异化策略最小化可能带来的损失。Based on an evaluation of 18 labor clauses in 264 RTAs from 187 countries,using an extended gravity model,it is found that the strengthening of labor standards in RTAs significantly suppresses GVC participation between contracting parties,with a greater effect on forward participation and stronger impact on GVC participation between developed and developing countries.The suppression effect is mainly observed in manufacturing GVC participation,while the opposite effect is observed in the service industry.Except for the establishment of labor supervision institutions,other labor clauses had a suppressive effect on GVC participation.The impact mechanism of labor standards in RTAs on GVC participation includes cost and productivity effects,with the former having a suppressive effect and the latter having a promotional effect.China should establish a proactive stance on labor standards in RTAs,gradually improving labor standards while minimizing the potential losses through RTA differentiation strategies.
