摘　　要：针对极端情况下城市电力运行保障和应急管理,从城市电网抗灾能力、重要电力用户御灾水平和政府企业应急联动三个方面,深入分析存在的问题,并提出强化城市电网管理、重要电力用户供电管理和综合应急能力建设等针对性措施,为建设社会主义现代化强国提供有力的电力安全保障。As for the urban power operation security and emergency management under extreme circumstances,deep analysis is carried out on the existing problems from three aspects concerning urban power grid disaster resistance capacity,disaster resistance level of important power users and emergency response coordination between government and enterprises,and the corresponding countermeasures are put forward such as strengthening urban power grid management,power supply management of important power users and the establishment of comprehensive emergency response capacity so as to offer a strong power security guarantee for building a modernized socialist country.
