全面深化警务体制机制改革背景下的公安业务流程再造

摘　　要：为推动公安改革系统集成、高度融合、协同高效,推动公安工作高质量发展,公安机关进行了系统性重塑、整体性变革。当前国内犯罪形态的变化、情报信息技术的发展、公安机关工作质效的提升都彰显了这场改革的现实性、必要性和紧迫性。在公安体制机制改革背景下业务流程再造对于明晰职能定位、优化职能配置、规范机构设置、整合力量资源、发挥最大警务效能具有重要的意义。按照公安部提出的“党委领导、部级抓总、省级主责、市县主战、派出所主防”的思路,文章对公安业务流程再造提出了一些思考。Public security organs have been systematically reshaped and reformed in order to promote systematic integration,high integration,collaborative efficiency,high-quality development of public security,and better serve the overall work of the Party and the country.At present,the change of domestic crime pattern,the development of information and intelligence technology,the improvement of the quality and efficiency of the public security organs all highlight the reality,necessity and urgency of this reform.Under the reform of public security system and mechanism,business process reengineering plays an important role in clarifying function positioning,optimizing function allocation,standardizing organization setting,integrating force resources,and exerting maximum police effectiveness.Therefore,according to the ideas proposed by the Ministry of Public Security,"leadership by the Party committee,commands by the Ministry,responsibility by the provincial level,practice by the city and county,defense by the local police station",this paper puts forward some thoughts on the reengineering of the public security business process.
