摘　　要：发展全过程人民民主是保障人民当家作主的重要体现,同时也是践行中国共产党初心使命,全面建成社会主义现代化强国的本质要求。当下数字技术飞速发展,数字治理在智慧社区建设、公共服务等领域都发挥出重要作用。将数字技术运用到全过程人民民主中,使其为全过程人民民主赋能,具有价值层面和现实层面的双重生成逻辑。数字赋能全过程人民民主的理论建构需要基于动力机制、过程嵌入和评估原则三个维度,聚焦人民性、全过程性和全链条民主,从主体性赋能、过程性赋能和功能性赋能三个方面构建数字赋能全过程人民民主的优化路径,这对于增强全过程人民民主的人民性、系统性和有效性,推动全过程人民民主的动态发展具有一定的价值和意义。The development of the whole process of the people's democracy is an important embodiment of ensuring the people as masters of the country,but also the practice of the Communist Party of China's original mission,the essential requirements of building a modern socialist country.With the rapid development of digital technologies,digital governance is playing an important role in the construction of smart communities and public services.Applying digital technology to whole-process people's democracy enables whole-process people's democracy,which has dual generative logic of value level and reality level.The theoretical construction of people's democracy in the whole process of digital empowerment needs to focus on people's nature,whole process nature and whole chain democracy based on three dimensions of dynamic mechanism,process embedding and evaluation principle,and build an optimization path of people's democracy in the whole process of digital empowerment from three aspects of subjective empowerment,process empowerment and functional empowerment.This is of certain value and significance for enhancing the popularity,systematization and effectiveness of the whole-process people's democracy and promoting its dynamic development.
