摘　　要：在复杂的中国制度体系中,信访制度以鲜明的政治本色塑造了其“亲民”的特征。这种独特政治禀赋的形成,除去其深厚的伦理底色外,也与信访自身所具有的相对柔和、温情、感性的品性密切相关。这种广义上的柔和气质,使信访成为一项与大多数制度迥异的情感型制度,从而缓解和软化了官僚制度的生硬与刻板。由此,以拟性别化的视角理解信访制度,具象化地展现信访制度的柔和气质,挖掘信访治理中所隐含的情感逻辑,可以形成对信访及其治理悖论与困境的另类解释,进而通过重识达到重拾——回归信访制度的这一重要精神气质。In the complex Chinese institutional system,xinfang(literally petition or appeal through letters)is a practice marked by its people-friendly feature,which comes partly from its ethical element,and partly from its relatively soft,warm,sensual and almost feminine character.This softness in a broad sense makes it quite different from other systems,and enables it to become a tool for softening the rigidity and stubbornness of bureaucracy.In a figurative way,this paper tries to explore the xinfang system through a pseudo gender perspective to reveal what is“soft”about it and show the emotional logic implicit in the mechanism of governance through xinfang.This hopefully will provide a different angle for viewing and explaining the paradox and dilemma of the xinfang-based governance,and rediscover its advantages in giving an emotional or soft outlet to people’s appeals.
