摘　　要：随着突发公共卫生事件频发,作为国家治理体系和能力的重要组成部分,如何强化公共卫生应急体系和能力建设已成为一个亟待解决的课题。社会组织作为协同治理的重要主体,其在我国公共卫生应急中的巨大优势尚未充分激活。文章从中观社会资本视角分析公共卫生应急领域社会组织外部社会资本要素,结合社会组织面临的实际困境探讨并提出促进其参与公共卫生应急的策略和建议。With the frequent occurrence of public health emergencies,the system and capacity of public health emergency re⁃sponse have become an important part of the national governance system and capacity.As an important subject of collaborative gov⁃ernance,social organizations have not yet fully activated their huge advantages in public health emergency in China.From the mid⁃dle social capital theory,the external social capital factors of social organizations in the field of public health emergency were ana⁃lyzed.And the strategies and suggestions to promote social organizations to participate in public health emergency were put forward in combination with the actual difficulties faced by social organizations.
