美国小城镇高质量发展模式与最佳实践经验研究

摘　　要：发展小城镇是我国当前推进农村城镇化和乡村振兴战略的重要内容,对于如何建设有中国特色的小城镇目前还需要认真探索,在此背景下,吸收和借鉴国外乡村小镇建设的成功经验和发展模式不失为一条捷径。文章以美国小城镇发展为例,探讨了美国小城镇高质量发展的历史进程,通过美国397个精英小镇样本数据和艾姆斯小镇的典型案例,分析了美国小城镇从外观到内涵所展现的优秀特质和最佳做法。研究表明,美国小城镇注重规划引领,注重标准化、特色化、精细化和现代化等成功做法,使得美国小城镇在产业发展、环境建设、基础设施和公共服务等方面具有独特优势。这些优势和成功经验对中国小城镇建设和实施乡村振兴战略具有很好的启示和借鉴意义。The development of small towns is a crucial part of China's current strategies to promote rural urbanization and rural revitalization.Serious exploration is still required on how to construct small towns with unique Chinese characteristics.In this context,drawing from the successful experiences and development models of foreign rural towns can serve as a useful shortcut.This study examines the high-quality developmental process of small towns in the United States.Using a sample data from 397 premier American small towns and a typical case study of Ames,this study analyzes the excellent traits and best practices of American small towns,ranging from their appearances to their inherent qualities.The results show that small towns in the U.s.emphasize planning leadership and successful practices such as standardization,specialization,refinement,and modernization,affording them unique advantages in aspects like industrial development,environmental construction,infrastructure,and public services.These advantages and successful experiences can provide significant insights and references for the construction of small towns in China and the realization of the rural revitalization strategy.
