摘  要:放射性废物治理技术门槛高、远离公众生活,公众认知水平偏低。公众接受性不足已成为制约项目推进的关键因素,需要统筹规划、有序推进放射性废物治理方面的公众宣传。目前国内该领域的公众宣传实践和相关研究匮乏,缺乏可借鉴的经验。针对放射性废物治理项目的特点,综合应用文献资料及案例调研等方法,结合公众认知和接受度现状,探讨了适用的公众宣传方法。总结了宣传主体、宣传对象、宣传内容和宣传方法对宣传效果的影响,重点以放射性废物治理项目责任单位为主体梳理了公众宣传内容和宣传方式,提出了公众宣传策略。建议通过细分宣传对象,日常宣传与应急宣传协同,线上宣传和线下宣传联动,建立以放射性废物治理项目责任单位为主体,政府和监管部门、协会学会和科研院所、媒体和民间组织联合发力的宣传格局,以保障宣传效果,提升公众认知水平和接受度。Radioactive waste management is far from public life with high technical barriers.The social cognitive level of radioactive waste management is relatively low,and the lack of public acceptance has become a key factor restricting project progress,which requires comprehensive planning and orderly promotion of publicity.At present,there is a lack of practical experience and related research in this field.This article comprehensively applies literature and case studies to explore applicable method of publicity based on the characteristics of radioactive waste management projects and the current status of public acceptance.The publicity strategy for radioactive waste management has been proposed.By coordinating daily and emergency publicity,and linking online and offline publicity,a publicity pattern is suggested with the responsible units of radioactive waste management projects as the main body,and the government,regulators,associations and research institutes,media,and civil society organizations work together to ensure the effectiveness of publicity,enhance social congnition and public acceptance.
