摘　　要：公共危机决策是国家安全体系和能力现代化的重要组成部分。在全球实践中,公共危机决策仍存在决策情景复杂多变、决策后果多重且关联、决策的支持系统有多元需求等困境。中国式现代化视域下公共危机决策的应对策略,分为战略规划和实践创新两个层面。我国推进解决公共危机决策的难题的进程大致可分为规范化、精细化、体系化三个阶段,目前,还需要进一步以统筹发展和安全为基本原则,力争“渐进式”地解决公共危机决策的共性难题。公共危机决策的实践创新,则通过问题导向、过程导向、结果导向的策略扎实推进“致灾因子—承灾环境—应灾主体”三要素系统优化、“责任—信息—情景”三要件有力支撑、“生命安全—财产安全—社会评价”三指标同步提高,从而全面推进公共危机决策的现代化水平。Public crisis decision making is an important part of the modernization of national security system and capacity.In global practice,public crisis decision making still has dilemmas such as complex and changeable decision-making scenarios,multiple and interconnected decision-making consequences,and diverse needs for decision-making support systems.The coping strategies for public crisis decision making from the perspective of Chinese-style modernization can be divided into two levels:strategic planning and practical innovation.The process of promoting the resolution of public crisis decision making in China can be roughly divided into three stages:the stage of standardization,the stage of refinement,and the stage of systematization.At present,it is required to take“coordinated development and security”as basic principle,so as to strive to gradually solve the common problems of public crisis decision making.The practical innovation of public crisis decision making,through the problem-oriented,process-oriented,and result-oriented strategies,has steadily promoted the system optimization of the three elements(i.e.“disaster-inducing factors—disaster-bearing environment—disaster-responding subject”),the strong support of the three aspects(i.e.responsibility—information—scenario”),and the synchronous improvement of the three indicators(i.e.“life safety—property safety—social evaluation”),so as to comprehensively promote the level of the modernization of public crisis decision making.
