地平线扫描在社会治安预警体系中的应用分析

摘　　要：Chat GPT等交互式人工智能的出现标志着公安工作将面临新的形势和挑战,依托何种途径、何种手段来提高公安预警工作的弱信号应对能力、降低预警失误,成为当前社会治安预警工作的重要内容。通过对地平线扫描和社会治安预警工作概念、流程的阐释,浅析基于地平线扫描的社会治安预警体系构建的可行性、具体工作流程、实际应用、实践意义。将情报理论——地平线扫描和社会治安预警工作相结合,借助扫描公安机关内部、外部有关社会治安的信息来捕捉弱信号,提高公安机关的预警预测能力,拓宽社会治安预警的研究视角,贯彻落实“情指行”一体化的警务工作机制。The emergence of interactive artificial intelligence such as Chat GPT indicates that public security works will face new situations and challenges.How to improve the response ability to weak signals and reduce early warning errors have become important aspects for current social security early warning work.This research interprets the concept and process of horizon scanning and social security early warning work,analyzes the feasibility,specific process,application and practical significance of horizon-scanning-based early warning system for social security.Specifically speaking,by combining the horizon scanning theory and social security early warning work,we can scan all internal and external information related to social security of public security organs to capture weak signals,so as to improve the early warning and prediction ability,broaden the related research perspectives,and implement the integrated intelligence-indication-action police work mechanism.
